失地农民教育培训的基本内容与政策取向

The Framework of Further Education and Training for Land-lose Peasants and its Policy Suggestions

把失地农民变成城镇市民,农业劳动者转变为具备多项技能的技术人员、管理人员、营销人员等,是失地农民教育培训的基本目标;搞好基础性与实用性、一般技能培训与高级及特殊技能培训、理论与实践、生产与生活、思想道德教育与法律知识教育等方面的有机结合,是失地农民教育培训的基本原则;应从专业技能教育培训和基本技能教育培训两个方面来构建失地农民教育培训内容体系;职业技能培训、创业与就业教育是失地农民专业技能教育培训的基本内容;心理咨询与角色转换教育、职业道德与诚信教育是失地农民基本技能教育培训的基本内容。

The basic objectives of further education and training for land-lost peasants are transforming landless peasants into urban publics, and transforming agricultural laborers into technical staff, managers, marketing personnel with multiple skills. In order to achieve these objectives, it is of great significance to abide by these following five principles： （ 1 ） attach importance to basic education as well as practical training; （2） connect common practical training to senior or special practical training; （3） combine theory and practice; （4） balance training for producing and living; （5） integrate moral education and legal education. Besides, the framework of education and training is made up of the education and training of technical ability and basic skills. And the vocational skills training and entrepreneurship education comprise the contents of technical ability training. Basic skills training include the psychological consultation, the roles transforming education, ethics of profession and integrity.
