摘要 评估型政府的概念揭示了西欧乃至世界范围高等教育改革的实质,为我们提供了一个分析高等教育改革的全新视角。评估型政府是各国为适应高等教育大众化而采取的重要战略。评估型政府追求质量、效率与绩效,重视评估并强调评估机构的地位与作用,实现了高等教育价值理念和市场、政府与高校之间关系的重构。本文将首先阐释评估型政府的概念、背景及其理念,并以此为视角对英国以评估型政府为特征的改革进行分析和反思。 The conception of evaluative state reveals the essence of European and world wide higher education reforms. In Europe, evaluative state is an important strategy to adapt to higher education popularization. Evaluative state pursues quality, efficiency and performance, and it attaches much importance to evaluation and respects evaluation agencies. Evaluative state has reconstructed the ideals and the relationship among market, government and university. This paper elaborates the meaning, background and ideals of evaluative states, and analyzes the UK higher education reforms characterized by evaluative state.
