摘要
我国许多地方都在大力推进现代服务业发展和服务业型经济结构建设,这需要有相应的发展空间载体,即土地资源的支撑。然而,由于传统产业发展政策、土地管理政策在产业发展支持上的倾斜,服务业在拥有土地资源方面先天不足;工业用地占用过多,既加剧土地资源的紧张,又挤占服务业发展用地需求,产业发展环境恶化。面对产业发展出现融合的趋势,土地政策尤其是土地用地性质政策面临难题,亟待调整。我们认为,土地定性应因地区、因产业具有一定的灵活性,以适应产业发展的需要,适应地区发展的需要。目前,在服务业用地规划、用地指标方面应当优先考虑、倾斜支持,一如我们从前在支持制造业发展时曾经所做的那样。
The development of modern service industry and service economy,which requires the support of land resources as a corresponding spatial carrier,is highly promoted in many areas of China. However,the traditional industry policy and land management policy have always been in favor of manufacturing industry,leading to some congenital deficiencies of land resources in service industry. Moreover,too much land is occupied by manufacturing industry,which makes shortage of land resources. Not only the land for service industry is taken up,but also the land price is driven up,leading to high city business cost and making the development environment worse. With the integration of industry,the adjustments to land policy are urgently needed,especially the policy for the use of land. In this article,we hold that the use of land should be flexible according to regions and industries to meet the needs of industrial and regional development. Currently,the priority in land use planning and land quota should be given to service industry,as was done in supporting the development of manufacturing industry.
