AbstractThe financial crisis all over the world and its serious consequences brought us some difficulties for cooperation of the foreign trade,especially for the undeveloped economic are as in our country.It is an important task faced to the three provinces in the northeast of China how to seize their opportunity,how to take their measures and how to extent their exports and foreign exchange.
