能源外交主要是指围绕能源问题制定的外交政策和展开的外交活动。本文认为,能源外交的动因源于供给与使用的双重困境,能源外交的手段主要体现在政府与企业的互补,能源外交的重点是产业与金融的双重控制,能源外交的趋向是制度与规范的积极构建。对于能源消费和进口大国中国来说,必须调整企业海外能源并购策略,创新政府外交支持企业的方式,融入和参与多层次的国际能源合作机制。

Diplomacy refers to the diplomatic policies involved in the energy issues and its related diplomatic activities. It is illustrated in the essay that the cause for energy diplomacy is due to the double difficulties of supply and utilization and the approach of energy diplomacy lies in the complementation of the government and enterprises. The focus of energy diplomacy is the double control by industry and finance and the tendency is the active building of regulations and norms. For China, a large energy-consuming and importing country, it must adjust its energy strategies of merge and acquisition overseas, innovating the approach of government＇s diplomatic support for enterprises, immerse and participate in multi-level international energy cooperation mechanism.
