准确把握中国式民主的三个维度

Exactly Understand the Three Dimensionalities of Chinese-style Democracy

中国式民主的三个维度是指人民民主与党内民主的维度、选举民主与协商民主的维度、高层民主与基层民主的维度。本来,作为民主政治的整体,以上三个维度的相互关系以及不同维度的不同层面是密不可分的,但由于中国现实社会的复杂性以及民主发展的艰巨性,在选择民主发展的攻防点和突破口时,我们较多地选择了某一方面。然而,几十年的民主实践已经证明,将不同的民主形式拆分开来,片面地或单纯地推进某种民主形式,并不能发挥重点突破、以点带面、协调发展的作用,反而是阻滞了民主的整体推进,模糊了民主发展的要旨,致使中国式民主仍然只是存于人们理想中的空中楼阁。因此,要真正推进中国式民主,有必要重新厘定民主的本意,准确把握中国式民主的三个维度,协调地推进中国式民主。

There are three dimensions in Chinese style democracy which refer to the dimension of people＇s democracy and intra-party＇s democracy,the dimension of elective democracy and deliberative democracy,and the dimension of top democracy and grassroot democracy.As democracy is a whole body,the three dimensions and those aspects in each dimension should be closely linked.But given the complexity of contemporary Chinese society and the difficulty of democratic development,we always place more emphasis on one dimension or aspect when we choose the breakthrough of democratic development.However,the democratic experience in the last years shows that resolving democracy to different democratic forms and then promoting separately one democratic form can not bring through the development of other democratic forms.On the contrary,that will hinder the systematic promotion of democracy,obscure the real meaning of democratic development and make Chinese style democracy still an illusion in people＇s dream.Therefore,to promote truly the Chinese style democracy,we should redefine democracy,grasp precisely the three dimensions of Chinese style democracy,and promote coordinately Chinese style democracy.
