中国民主政治模式的制度要素论析

On the Institutional Factors of China's Democratic Politics Model

中国共产党的领导、人民当家做主的目标和依法治国的运行,构成中国民主政治模式的三大要素,而以人民代表大会制度为核心的制度体系是人民当家做主的实现形式,又可视为制度要素。以西方代议制民主为比较视野,笔者分析了人民代表大会制度、中国共产党领导的多党合作制度、中国人民政治协商制度和基层群众自治制度的国情基础、民主要义和优势特色等,以呈现中国民主政治模式的一般性和特殊性,为"中国式民主"的构建提供一个理论视角。

Leadership by the Chinese Party, people as masters of the country being the objective and operation of state management by law,are the three factors of China＇s democratic political model. People＇s congress system as the core of the system model is the practised way of people as masters,which is viewed as the key element of the system. Using the west- ern representative democracy as the comparative perspective, the paper intends to analyze people＇s congress system, the CPC-led multi-party cooperation system, the Chinese people＇s consultative system and grass-rooted mass self-governing system condition of the state, the essence of democracy and advantageous characteristics to show the generality and specificity of Chinese-style democratic political model with the aim of providing a theoretical perspective of building＂Chinesestyle democracy＂.
