国外反补贴措施对我国的影响及其对策研究

On Influence of Anti-subsidy Measures from Other Countries on China and Countermeasures

继反倾销之后,一些国家开始对我国实施反补贴措施,其原因既有国内的因素也有国际上的因素。与反倾销措施相比,反补贴措施将对我国造成更深远的消极影响,但危机中同样也存在着机会,国外反补贴措施在无形中也成为我国进行改革补贴政策的外在推动力。我们要理性对待国外的反补贴措施,即要通过法律程序对外据理力争,也要通过对国内存在的补贴政策进行调整。总之,在履行国际法义务的前提下,维护我国的国家利益,做到有理有据,这是我国应对国外反补贴措施的明智之举。

After anti-dumping measures,some countries have begun practicing anti-subsidy measures against China.There are lots of reasons for it,including domestic factors and international factors.Anti-subsidy measures,com-pared with anti-dumping measures,will bring about far-reaching negative effects to China,but it can,in a way and as an external driving force,force China to reform its subsidy system.So China,while fulfilling its interna-tional duties,should have a rational attitude to it and adopt some countermeasures to protect its right and interest.
