农民持续增收是实现好、维护好、发展好广大农民根本利益的需要。必须把促进农民增收作为农业和农村工作的中心任务,挖掘农业内部增收潜力,广辟农村富余劳动力转移就业的途径,形成农民增收的长效机制。完善对农业和农民的直接补贴政策,加强国家对农业和农民的支持保护体系。

Keeping farmers' income sustainable increasing is the requirement to realize,safeguard and expand the fundamental interests of farmers.We must regard it as the central task of agriculture and rural areas,explore the potential in agriculture,expand new channels for transferring surplus rural farmers and form a long-term mechanism to increase farmers' income.We should improve policies and system for supporting and protecting agriculture and farmers.
