南方集体林区林业自然保护区建设思考

Reflection on Forestry Nature Reserve Construction in the Southern Collective Forest Region

以福建省为代表的南方集体林区为例，探讨了集体林区林业自然保护区建设若干问题。从自然保护区建设的投人机制、森林生态补偿资金的重点投向、促进保护区与社区经济同步发展相关法律法规的修订与统一、保护区管理模式以及创建保护区特色的具有核心竞争力的绿色产业群等方面提出对策建议。

The paper take the southern collective forest region represented by Fujian as an example, discussed some issues about construction of forestry nature reserve in collective forest regions from the input mechanism of nature re- serve construction, major investment direction of forest ecological compensation funds, promoting the synchronism de- velopment of nature reserve and community economic. Put forward recommendations for the amendments and unity of relevant laws and regulations, management pattern of nature reserve and establishment of the green industry group with nature reserve features and core competencies.
