摘要
为应对当前的经济危机,联合国环境规划署(UNEP)推出了全球"绿色新政"的概念。"绿色新政"涵盖了"绿色领导力"、"绿色政策改革"、"绿色经济"、"绿色投资"等多方面的内容。欧、美、日等主要发达国家纷纷制定和推进绿色发展规划。对于我国而言,选择"绿色新政"和绿色经济发展模式是实现科学发展的迫切要求和战略选择,需要协调各种政策,确保以经济最优的方式过渡到绿色低碳未来。
In response to the current economic crisis, the United Nations Environment Program （UNEP） put forward a concept of Global Green New Deal. Green New Deal covers ＂green leadership＂, ＂green policy reform＂, ＂green economy＂, ＂green investment＂ and many other aspects. Europe, the United States, Japan and other major developed countries have been developing and promoting green development planning. For our country, choosing the ＂Green New Deal＂ and the green economic model of development is to meet the pressing demands and to make strategic choices in order to achieve scientific development and therefore careful co-ordination of policies is needed to ensure the best way of economic transition to a low-carbon future.
