摘要
排污权交易在承认环境容量资源有限的前提下,允许排污单位对环境资源的使用权进行交易,能够很好地协调经济发展与环境保护的关系,是一项成本效益高的环境政策。文章通过收集与分析行业相关数据,对排污权交易应用于我国民用航空领域的必要性与可行性进行了分析。
Based on tradable emissions, polluting sources can trade their pollution rights on the premise that environment capacity is limited. It is a cost-effective policy for reducing pollutions and well harmonizing the relationship of economic development and environment protection. This article analyzes the necessity and feasibility of applying tradable emissions to China＇s civil aviation on the basis of the data collection of the industry.
