Environmental Protection Effect of the Policy of Replacement of Household Electrical Appliances and the Electronic Waste Treatment

家电以旧换新政策不仅具有促进消费的经济效应,而且具有推进电子废弃物治理的环保效应。通过调查分析可以看出,该项政策在试点期间已经取得了积极的效果,但是在回收处理环节也面临着一些新问题还没有得到充分重视。为了有效解决这些问题、更充分地发挥环保效应,应按照生产者责任制的基本思想,从推进回收处理基金与组织体系建设、完善政策体系与加大环保宣传等方面做出努力。

The policy of replacement of household electrical appliance not only has the economic effect by the promotion of consumption, but also has the environmental protection effect by the promotion of electronic waste treatment. Through the relevant investigation and analysis, we can see that the policy had been achieving the good consequence during the pilot period, but some new problems in the reclamation and disposal links have taking place and not obtained adequate attention. In order to effectively solve these problems and fully play the environmental protection effect, the measures including building the recycling and disposal fund and organization system of electronic waste, perfecting the suspensory policies and enhancement the environmental protection propaganda should be adopted by the thought of extended producer responsibility.
