摘要
低碳经济背景下的二氧化碳的减排政策主要包括碳税、环境管制以及碳排放交易,各有其优劣,对它们进行综合比较分析后,本文认为碳税和碳排放权交易之间是相互补充的关系,两者与环境管制手段等其他减排政策一起,将共同发挥促进二氧化碳减排的调节作用。
The carbon dioxide emission reduction policies include carbon taxes,environmental regulation and carbon emissions trading.By comparative analysis of them,this paper believes that the carbon taxes and carbon emissions trading are mutually complementary,which along with other emission reduction policies will play a catalytic role in the regulation of carbon dioxide emissions.
