摘要
2003年SARS危机之后,我国的公共应急体制采取了一系列改革措施,但并不彻底,没有完全实现应急资源和应急力量的实质性整合,这种不彻底性及其后果在新近的突发事件应对实践中屡有表现。因此,在短时间内,我国的公共应急体制还将面临着再一次改革的任务,其中亟待解决的问题包括:真正建立起多元化的应急组织体系,彻底打破"条块分割",以建立一体化的应急指挥体系,明确应急管理的权责重心并以此为基础理顺纵向的府际关系。*
After the SARS Event in 2003, a series of reform was adopted towards the public emergency management system in China. Nevertheless, the reform is not thorough that the substantial integration of emergency resources and force is not realized completely, the non--thoroughness and consequence of which is frequently shown in the latest emergencies. Therefore, China' s public emergency management system will face a second--round reform and the issues to be solved will include building an effective multiple emergence management organization system, establishing an integrated emergence management command system to completely break the segmentation situation, and defining the foci of power and responsibility in emergence management to straighten out the longitudinal intergovernmental relation.
