北京市基层群众自治的现状及问题

Problems and Status of Beijing's Community Level Self-governance

北京市政府不断加强基层群众自治制度建设的基础工作,为基层群众自治活动的广泛、深入开展发挥了具体、明确的推动和指导作用。不过,在组织实施基层群众自治中,仍存在一些有待改进和解决的问题:在发挥群众的主体作用和政府的主导作用有机统一方面存在不平衡;有关村务公开、民主管理的制度落实有待于进一步加强;居民参与社区管理的渠道需要拓宽,参与率有待提高;社会组织的培育和建设有待于进一步加强;基层群众自治组织的行政负担仍然较重;一些基层民主需求发生偏颇的现象未能引起高度重视和关注。

There are a few problems to have to be solved in community level serf-governance although the government of Beijing kept strengthening groundwork of constructing community level self-governance system and played a clearly and specifically guiding role in promoting community level self-governance. These problems include：there is an imbalance between giving full play to the major role of the people and giving full play to the leading role of the government; village affairs openness system and democratic management system still need to be strengthened; the channel for resident＇s taking part in community management need to be widened and more residents should be encouraged active participation; it is necessary to cultivate and construct NGOs with greater efforts; NGOs at a community level are over-burdened; the phenomenon that community-level NGOs raise some inappropriate demands doesn＇t be paid a high attention to.
