摘要
近十年间,我国的公共管理经历了由传统公共管理向新公共管理的转型和过渡。"新公共服务"理论则是基于对"新公共管理"理论的反思而提出的一种全新的公共行政理论,其核心理念是:政府的功能是服务而非"掌舵"。以"新公共服务"理论审视西部农村地区教育管理中的"末位淘汰制",可以发现它的诸多弊端,应该从教育管理机构职能转变、教育管理干部意识转变、教育管理政策导向转变等方面进行改革。
Over the past decade,China's public management has experienced transformation and transition from the traditional public administration to new public management."New Public Service"theory is a new public administration theory proposed based on reflecting to the"new public management"theory.Its core idea is the government's function is to service rather than a"steering".With"New Public Service"theory to examine the"last one eliminated"in west rural education management,we can find its many problems.It should be reformed from follow aspects: changing function of education management organization,changing awareness of education administrator's,changing policy-oriented about education management etc.
