Research on the Intervention Mechanism of the Third-Party for Evaluation and Consultation in the Process Management of National S&T Planed Projects

结合国家科技计划项目管理的特点和存在的现实问题,建立了一个适用于国家科技计划项目过程管理的第三方评估咨询三元博弈委托代理七阶段动态博弈模型,分析了国家科技计划项目委托中涉及到的项目组织单位、项目承担单位和第三方评估咨询机构等三方在各阶段的选择决策条件,并进行了第三方评估咨询的重要节点和关键因素分析。

A seven-stage dynamic game mode which is suitable for the project process management is set up by analyzing the characteristics and the practical issues in the process management of National ST Planed Projects, the decision-making conditions in various stages for the organizer, the undertaker and the third party involved are discussed. At last, the important stages and key factor for the Ternary Principal-Agency Models are put forward.
