中小企业知识产权使用情况分析与政策建议——从中小企业创新现状、分类与模式的角度

An Analysis on SMEs' Usage of Intellectual Property and Some Policy Suggestions:From the Perspective of SMEs' Innovation Status Quo,Classification and Modes

通过对现有统计数据所显示的中小企业知识产权使用情况进行的分析,认为我国中小企业知识产权使用情况较大企业差,并从中小企业创新现状、分类与模式角度对中小企业知识产权使用情况差的原因进行分析,认为应以中小企业创新现状与模式为基础,针对不同类型中小企业制定相应的知识产权政策,以促进创新。

According to an analysis on SMEs＇ usage of IP which is reflected by the statistics, we conclude that the SMEs＇ usage of IP in China is worse in comparison with large enterprises. A further research on the reasons of such situation is settled on three aspects： the SMEs＇ innovation status quo, the innovation classification and the innovation modes. We believe that the suggestions on the policies that may promote innovation should be based on SME＇s innovation status quo and modes, and the policies should be specific for different types of SMEs.
