农民工NGO何以可能——基于理论思考和个案观察的分析

On the Possibility of Establishing Migrant Workers' NGO

农民工NGO的存在源于维护农民工权益和消除农民工之间的相互"隔离"的迫切需要,但目前中国的农民工NGO尚处于发展的初期,NGO与农民工之间存在的断裂导致其无法最大地发挥作用。这其中既有农民工社团意识、维权意识不强等原因,也有NGO自身在政策层面合法性尚存争议、角色定位不清晰、对农民工需求差别性的忽视以及理想与现实之间存在差距等原因。目前应当针对这些原因,通过使NGO政策层面合法化、社团意识和维权意识的宣传、与政府目标保持一致及加强对农民工现实需求的考虑等方面,建立农民工与NGO之间的信任机制,提高农民工维权能力,形成NGO与政府的合力,切实维护好农民工自身权益。

The presence of NGO of migrant workers is to safeguard the rights and interests of migrant workers,and eliminate the ＂isolation＂ between migrant workers.However,NGO of migrant workers is still in the early stage of development in China,and the fracture between NGO and migrant workers lead to the result that NGO can not exert the maximum effect.On the one hand,it is because the awareness of community and rights protection is not strong.On the other hand,it is because the legitimacy of NGO at the policy level remains a dispute,its role is not clear,and the difference of demand between migrant workers is neglected,and there exist gaps between the ideal and the reality.Now we should contrapose these reasons,establish the mechanism of trust between migrant workers and NGO,improve migrant workers＇ capacity of rights protection,form composition of forces between NGO and government,and safeguard the rights and interests of migrant workers effectively through legitimating NGO at the policy level,propagating the awareness of community and rights protection,being in line with the target of government and strengthening consideration of the practical needs of migrant workers,thereby achieve the long-term development of NGO of migrant workers.
