China's urban energy efficiency market transformation

提出了中国城市能效转换的全新概念。建立一种由市政府、金融机构、节能技术提供商、节能技术使用方、当地节能中心(中间组织)相结合的机制,有助于高效节能技术的推广、形成大量集中购买,可带来较大的节能效果。介绍了这种新机制在我国示范以及实施的可能性。

This paper presents a new concept,China＇s urban energy efficiency transformation,which aims at the construction of a combination mechanism established by the joint effort of municipal government,financial institutions,energy-saving technology providers,energy-saving technology users and local energy conservation center （intermediate organizations）. This mechanism will contribute to the promotion of high efficient energy-saving technologies and lead to concentrated purchasing for the technologies,which can bring great energy-saving effect. The paper also describes possibilities of the new mechanism in regard to its demonstration and the implementation in China.
