城乡一体化进程中农村劳动力转移就业研究——以昆明市晋宁县为例

Study on the Transfer of Rural Labor Employment in the Process of Urban-rural Integration——Taking Jinning County as an Example

昆明市晋宁县是典型的西部农业县,其城乡一体化农村劳动力就业到人力资本、就业服务机制等多种因素的制约。对此提出建议:1.统筹城乡产业发展,推进农业产业化,为农村劳动力转移就业创造条件;2.推进农村城镇化进程,促进农村劳动力转移就业;3.统筹城乡就业,建立统一的就业服务体系,为农村劳动力就业构建公平的环境;4.统筹城乡公共事业发展,增强农村劳动力抵御社会风险及市场风险的能力。

Jinning County in Kunming is a typical western agricultural county, and the urban-rural integration is restrained by employment of the rural labor force, the human capital, the mechanism of employment service and so on. Following recommendations are given in this paper. 1. The overall development of urban and rural industrialization and the agricultural industrialization provide convenience for the transfer of the rural labor force. 2. The process of rural urbanization promotes the transfer of the rural labor force. 3. The overall urban and rural employment and the united system of employment service improve the transfer of the rural labor force. 4. The overall development of urban and rural public human services strengthens the ability to resist rural labor force resist the social and market risks.
