东北老工业基地国有企业改革问题及对策研究

On Problems and Strategies of Reform of State-owned Enterprises in Old Industrial Bases in Northeast China

东北老工业基地在国有企业改革方面,存在的内部问题体现在企业产权多元化难度较大,企业经济和社会负担较重,生产成本高、工艺水平低,竞争力差,经济效益偏低等方面;存在的外部问题体现在东北老工业基地引资环境差,难以吸引外资投入;私营经济的迅速崛起,跨国公司的大量融入,使国有企业面临冲击等方面。政府应实施国有企业产权多元化战略,进一步完善国有资产管理体制,建立有效的公司法人治理结构;规范发展产权交易市场,促进国有企业产权流动;解决企业经济社会负担过重问题,多渠道筹集资金;突破技术瓶颈,进行技术创新;改善投资环境,扩大开放,积极引进外资和内资参与国有企业改革和重组,高起点嫁接改造国有企业。

In reform of state-owned enterprises in old industrial bases in Northeast China,the internal problems are difficult diversifi-cation of property rights of enterprises,heavy economic and social burden,high production cost,low technological level,inferior compet-itiveness,and low economic benefits;while the external problems are unfavorable environment difficult to attract foreign capitals,disad-vantageous impact due to rapid growth of private economy and integration of international companies.Hence,the government should take diversification strategy on property rights of state-owned enterprises,further improve state property management system to build effective corporate management system,regulate and develop property rights exchange to promote flow of property rights,relieve the economic and social burden to raise funds multiply,break the bottleneck to innovate technology,improve investment environment to expand open-ing-up,actively attract foreign and domestic capitals to participate in reform and reorganization of state-owned enterprises,and regroup and transform state-owned enterprises with high entry barriers.
