建设项目的造价控制为全过程、多层次的系统工作,在决策阶段要保证项目决策的正确性,内容全面重点突出,加大决策深度;在设计阶段要优化设计方案,推行限额设计和设计招投标;在实施阶段要有效控制变更和签证,严审工程预算,择优确定施工单位。

In a construction project,cost control is a systematic,whole process and multi-level work.In decision-making phase,the correct- ness,comprehensiveness and emphasis of decisions should be ensured and the extent of decision -making should be deepened.In engineering phase,the engineering design should be optimized and the quota design and invitation to bid should be implemented.In execution phase, modifications and site instructions should be effectively controlled,budgetary estimate should be strictly reviewed,and the best qualified construction contractors should be selected.
