我国商业银行操作风险管理能力影响因素及管理状况分析

Factors That Affect the Operational Risk Management Capacity of Chinese Commercial Banks and the Management Status of the Banks

基于复杂系统理论和企业能力理论、风险管理理论,研究中提出了商业银行"操作风险管理能力"概念及其内涵构成,从安全管理理论中的"人因失误"和"组织错误"角度分析和研究了影响商业银行操作风险管理能力的各项重要因素。在"商业银行操作风险管理状况调查问卷"中,对操作风险管理水平及管理能力产生影响的各项因素进行了相应题项设计,并向各类商业银行从业人员发放银行问卷,获取了我国商业银行当前操作风险管理的具体状况。通过研究得出,"银行员工层次"是商业银行在操作风险管理中所必须要重点关注的影响因素。研究对于我国商业银行全面深入了解操作风险管理实际状况,提升自身操作风险管理水平及能力,有效防范和控制操作风险,具有重要的理论意义和现实意义。

The paper brings forward the theory and connotation about ‘Operational Risk Management Capacity’of commercial banks based on complexity-system theory,enterprise capacity theory and risk management theory.Various important factors that affect the operational risk management capacity are analyzed and studied from the perspective of ‘human errors’and ‘organization errors’in safety management theory.This paper designs a ‘survey questionnaire about management status of operational risk for commercial banks’,as well as single-choice,multiple-choice questions and open-type examination questions to match the factors that affect various layers of operational risk.The survey questionnaires are distributed to the practitioners of various Chinese commercial banks so as to acquire the specific information on the current status of operational risk management.According to the analysis of the questionnaire results,‘banking employee layer’is the most important affecting factor which commercial banks should focus on in the operational risk management.The research is theoretically and practically important in understanding the real status,improving operational risk management capability and effectively preventing and controlling the operational risks of Chinese commercial banks.
