摘要
饱受诟病的垄断组织人力资本估价因体制和传统引致的历史积弊,归纳起来主要体现为水平失衡和结构失调,而这所隐含的是人力资本价值缺失。基于"付出——报偿"视角,有必要通过价值嵌入实现人力资本估价与人力资本整体及个体竞争价值和贡献价值的联动效应,并在构建人力资本估价的"P+2C"架构模型和基于"VP"模式的测度模型中实现垄断组织人力资本估价机制全面性、均衡化及市场化。
The criticism from long-standing historical defects caused by institutional and tradition in monopoly enterprises can be summarized mainly in level imbalance aspects of human capital valuation and structural,and it implies the human capital value missing.We think there is necessary to realize linkage effects between human capital valuation and human capital overall or individual competitiveness value and contribution value with the value embedding in the perspective of "input-output",and through building a human capital "linkage valuation" structure model of "P+2C" and measure model based on the "VP" paradigm,monopoly enterprises can make human capital mechanisms comprehensive,equilibrating and marketing.
