Groups of special interests have posed a serious problem in China economics, hindering market competition, weakening the implementation of the government policies and relationship between officials and citizens and widening the income interferences. Therefore how to restrain such groups of special interests has become a problem of importance. What measures to take we suggest here include ： to define the government＇s functions reasonably, to decrease the government-controlled resources, to restrain interest that belong to the local departments, to increase the participation of the disadvantaged groups in policy-making and to keep a normal market order.
