省域内高校图书馆特色资源数据库共建共享研究

A Study on the Joint Construction and Sharing of Featured Resources Database among University Libraries within a Province

特色资源是某一地区特有的且又有一定影响和较大价值的文化资源。构建省域内高校特色数据库共建共享体系是开展高校科研活动,推进省域文化建设与经济发展,提高省域内高校大学生综合素质,实现特色文献资源知识增值和适应时代发展以及图书馆发展的需要。构建共建共享体系面临着版权和知识产权、数据库内容统一规范等问题。因此,高校图书馆应充分挖掘最具保护价值的特色资源,依靠高素质的人才团队和政府资金、法规政策保障体系,建立起标准统一、规范统一的特色资源共享体系。

Featured resources are cultural resources which are characteristic of a given area and have definite influences and relatively significant application value.The establishment of the joint construction and sharing system of featured resources database among university libraries within a province can help accomplish the following needs：the need of bolstering scientific research activities at universities,the need of advancing provincial cultural undertakings and economic development,the need of improving the overall quality of university students within a province,the need of facilitating knowledge increment of featured resources,as well as the need of keeping abreast with the development of both the times and the libraries.However,to establish the joint construction and sharing system of featured resources database,such issues must be taken into account as,the protection of copyright and intellectual property rights,and the unification of norms and criteria regarding the content of those resource databases.Under such circumstances,libraries at universities should exert their most to select out featured resources with the highest conservation value and to establish a standardized and unified featured resources sharing system by relying on high-quality personnel teams,government investment,and the support of relevant laws,regulations,and government policies.
