Performance Evaluation of Science Foundation——A Study Based on Stakeholder Perspectives

对科学基金绩效评估中利益相关者的概念进行科学合理的界定,在此基础上,提出了"利益—影响力"的二维分类模式,对科学基金绩效评估过程中的利益相关者进行了分类,同时在科学基金绩效评估执行过程的动态框架中,分析了利益相关者类型的动态演变。

This paper aims to clarify the connotation and classification based on the characteristic attribute of stakeholders. At first, this paper defines the conception of stakeholders in the performance evaluation of science fund. On the basis of the definition, we classify the stakeholders in the process of the performance assessment. Then, a matrix is presented to illustrate the ＂two-dimensional classification＂ of stakeholders, and this paper analyses the dynamic evolution of stakeholders in every stage of the whole process.
