摘要
《新伙伴计划》是一种不同于《京都议定书》的新型国际气候协定,两者在"共同但有区别责任"原则、强制减排等问题上存在巨大差异。但是《新伙伴计划》却不能取代《京都议定书》,并且两者存在合作的必要性和可行性。因此,合作而非竞争才是两种机制未来发展的理性选择。
As a new international climate agreement, the Asia-Pacific Partnership on Clean Development and Climate （APP） differs a lot from United Nations Framework Convention on Climate Change （UNFCCC） and Kyoto Protocol mechanism in such issues as the principle of ＂common but differentiated responsibilities＂ and mandatory emission reduction. But, APP can＇t substitute for the Kyoto Protocol, and their cooperation seems necessary and feasible. Therefore, cooperation rather than competition should be taken as the reasonable choice for their future.
