摘要
在总量控制中应该公平、合理的将削减污染物分配到各个排污单位,同时考虑经济的合理性。文中阐明了公平合理的污染物削减分配方案应满足的条件,运用了三种分析与处理削减污染物分摊的求解方法:非线性规划法、满意度法、基于多人合作对策思想基础的协商仲裁法。最后用渭河流域的资料进行了验证。
Abstract The reduced pollutant should be fairly and reasonably allocated to each polluter, while marking allowance for economical feasibility in total amount control. In this paper, the conditions for a fair and reasonable allocation scheme for pollutant reduction are put forward, using three kinds of methods to analyzing and solving the allocation of the reduced pollutant: nonlinear programming, satisfactory degree, and bargaining and arbitration method based on N-Person cooperative countermeasure. Finally these methods are verified by using the observed data from weihe river basin.
