权责体系、日常治理与地方政府危机管理能力建构——基于河南陕县矿难事件的个案分析

System of Power and Responsibility,Routine Governance and the Crisis Management Ability Construction of Local Government——A Case Study based on the Mining Accident in Shan County,Henan Province

以河南省陕县矿难事件为例,剖析我国地方政府危机管理过程中存在的问题。各级政府间缺乏明确的权责体系,重视危机处理,轻视日常状态下危机管理能力的建构,是我国地方政府危机管理中存在的主要问题。在我国政府危机管理体系的构建过程中,必须充分重视地方政府的关键作用,明确中央政府与各级政府间的权责体系,注重在日常状态下提高政府危机管理的应对能力,建立明确的激励机制,切实转变重视危机处理、轻视危机管理能力建构的错误导向。

Local government is an important part in national political system,which plays a critical part in regional crisis management and affects the whole country’s crisis management ability.This research employs case study as basic research methods,which select the Shan county mining accident in Henan Province as an example in order to cast light on the problem during the local government crisis management process.The research found our country local government crisis management faces the problem of lack of transparent system of power and responsibility through the level of the government,attaching importance to crisis tackling and looking down upon the crisis management building.During the crisis management system construction process,we must think highly of the local government critical function,make sure of the power and responsibility,attach importance to improve the crisis management ability in daily life and build the incentive institution to shift the importance from the crisis responding to crisis management ability construction.
