Practical Problems in Efficiency and Equality and Their Solutions

新中国成立以来,我们对效率与公平的关系由忽视效率转变为效率一边倒,产生了严重寻租、垄断性收入、过高收入、非法收入等不公平问题。解决这些问题,要牢固树立社会主义效率与公平一致性的观点,加快社会主义政治体制改革,打破经营垄断,创造机会公平,调节过高收入,取缔非法收入,提高劳动报酬在初次分配中的比重。

Since the foundation of P.R.China,the relation between equality and efficiency has changed from neglecting efficiency to attaching excessive importance to efficiency,which caused a series of serious unfair problems,such as rent seeking,monopolistic income,high income,illegitimate income and so on.In order to solve these problems,we should firmly implant in mind the basic viewpoint on unifying socialistic equality and efficiency,accelerate reforms of the socialist political system,break business monopolies and create fair opportunities,regulate excessively high incomes,ban unlawful incomes and raise the proportion of labor remuneration in the primary distribution.
