摘要
法律制度保障体系为创新主体营造赖以生存和发展的制度环境,在产学研结合创新体系中具有重要地位。探讨了产学研结合创新的制度安排,构建了法律制度保障体系框架,并分析了产学研结合创新的法制需求。
As an important part of national innovation system, industry-university-research innovation is a social system. It includes technology innovation system which is based on enterprises, knowledge innovation system which is based on universities and research institutes, service system which is based on technological intermediary organizations and legal sys- tem which is based on governments. Legal system provides legal conditions for enterprises, universities and institutes which is significant for industry-university-research institute innovation. This article discusses system arrangement, structures legal system and analyses legal demands for industry-university-research innovation.
