党中央在"十一五"规划中提出的建设社会主义新农村,为乡镇图书馆建设提供了千载难逢的机遇。从农民文化权利和社会主义新农村建设需要出发,阐述了发展乡镇图书馆的必要性。通过分析乡镇图书馆目前存在的问题,针对我国农村实际情况,从经费来源、基础服务和创新服务三个方面提出了保障乡镇图书馆可持续发展的措施。

The party central committee set a task of building a new socialist countryside in the China＇s the Eleventh Five-year Plan. It provides a good chance to carry out the township library construction. This paper expounds the necessary for the rural library development, preceded from the demands of the peasants＇ culture rights and new socialist countryside construction. Through the analysis of the existed problems of the current township libraries and the realities of the countryside, the measures for protection the sustainable development of the township libraries were put forward. It＇s been analyzed from the sources of founds, foundational services and innovative services.
