摘要
南涧河属元江水系在南涧县境内一级支流， 是县境中北部地区的主要水系。由于流域内植被历遭破坏， 地理环境自然生态严重恶化， 反映在水系特征与危害上， 使南涧河成为灾害频发的河流， 既制约、影响当地社会、经济发展， 又危及人民生命财产安全。为此应重视保护人类赖以生存的自然环境，以恢复自然生态平衡，提出治理水患必须施行山水兼治的对策，力图将水患灾害降到最低限度， 变害为利，确保民族地区经济可持续发展， 使全县尽快脱贫致富，摘掉 “贫困县”帽子。
Nanjian River is a tributary of Yuanjiang water system upstream in Nanjian County,being the main water system in the vast area of middle and north part of Nanjian County Since the vegetation in the valley has been damaged many a time,the geographical conditions and the ecological system have greatly worsened,especially in respect to the characteristics of water,Nanjian River has become one source of frequent disasters,which not only restricts and affects the local economical and social development,but also endangers the personal safety and property Therefore,the auther calls on that we shall pay attention to and protect the nature conditions on which human beings rely for existance,and recover the natural ecological balance,puts forward a countermeasure by which water control must be conducted together with land and mountain control to minimize the harm of flood to the lowest level,turn bane into boon,thus ensure an enduring economic development in minority nationality regions,and make the whole county enjoy a better life,ridding of the label of poor county
