Jiaxing, as the first place of comprehensive arrangement for China＇s urban and rural development, not only emphasizes the equalization of urban and rural residents in the government input of public services and output of public goods, but also stresses the Government＇s responsibility from the opportunity and protection of realizing public services. The responsibility reflects a moral responsibility of the government, and a system arrangement of the integration of urban and rural areas promoted by the equalization of public services.
