在建立社会主义市场经济的进程中,地方政府所起的特殊而又重要的作用是制度变迁中的一个显著特点。在探讨民营经济制度变迁的问题上,学者们更多的是强调了微观经济主体的制度创新功能。作为与微观经济主体相对应的地方政府,则很少被全面阐述和剖析,或者人们只是简单化地理解地方政府在民营发展过程中的"无为而治"这样一个基本特点。然而"由于政府提供的是经济剩余赖以建立的秩序构架,而如果没有由政府提供的这种秩序稳定性,理性行为也不可能发生,所以政府政策对经济增长的重要性是怎么强调也不为过分的"。
