After research on literatures in and abroad and some related information of the UK government websites, this paper systematically analyses the promotion policies and measures of the UK hi-tech industrial cluster, reveals its framework, sums up the function of main policies, concludes the evolution characteristics of policies： the number is on the rise, the type is gradually perfect, the content is deepening, and also the policies show dynamic. Understanding these characteristics can give us lots of inspirations.
