推动农村土地流转 助力海西新农村建设

Promoting Rural Land Transfer to Support West-Strait New Rural Construction

农村土地承包经营权流转是农村生产力发展的必然结果。福建省目前在土地流转过程中面临土地用途"非粮化"、资金瓶颈等问题,应适时抓住发展机遇,加快土地流转的市场化和法制化进程,完善土地流转的金融服务,建立健全农村土地流转服务体系和机制,深化农村配套改革,创新土地流转制度,并借鉴台湾农业经验,加强闽台合作,以推动农村土地承包经营权的流转。

Rural land contracting right is the inevitable outcome of the development of rural productivity.Fujian is currently facing issues such as ＂non-grain oriented＂ and financial bottlenecks during land transfer,we should seize opportunities,speed up marketization and the legal process,improve financial services,establish service system and mechanism for land transfer,deepen reforms rural reform,innovate land transfer system,and with reference to Taiwan＇s experience,strengthen cooperation to promote circulation of contracting rights in rural land.
