On Improving the Management Performances of University Authority

结合机关效能的内涵提出影响机关效能的关键五因素,即"组织、个人、技术、文化和激励约束政策",并针对新时期高校机关管理存在的诸多问题提出了提高高校机关管理效能的建议。

This paper put forward five key factors that will influence the management performance of university authority according to the connotion of effectiveness. They are, ＂organizations, individuals, technology, culture and the incentive and restrictive policies＂. And also put forward measures to improve the effectiveness.
