基于GIS的中国分省区可持续发展评价方法

An Assessment Approach of the Regional Sustainable Development at Provincial Levels in China Based on GIS

利用GIS技术将非空间单一区域的多因素线性加权评价方法扩展到空间多区域的多因素线性加权评价方法,为多区域经济可持续发展能力的空间联合评价提供了定量化和可视化的新途径。首先,阐述了可持续发展的概念和特征,并通过选取一些代表性因子构建了多因素评价的指标体系。然后,根据多指标评价原理建立了GIS中空间多区域的多因素线性加权评价模型,并解决了技术实现问题。其中,采用上、下界法对评价指标进行标准化,采用层次分析法确定指标的权重。最后,以中国各省区的一些实际数据为例说明了应用新技术的具体方法。实例结果表明:在所选用的指标体系下,各省市间的区域经济可持续发展能力受资源环境与人口的制约而呈现出较大的空间不均衡性,经济发达地区的区域经济可持续发展能力远强于欠发达地区的,这为制定区域统筹规划发展提供了重要的基础信息。

The multiple attribute linear weighted decision approach on the assessment of economic sustainable deve-lopment for a single region has been extended to a GIS-based spatial assessment approach to provide an innovative visual and quantitative method for evaluating the sustai-nability of economic development in multiple regions.Firstly,the related concepts of sustainable development were examined and the index system for the assessment of sustai-nable development was established with some representative factors.Secondly,a GIS-based spatial model of multiple attribute linear weighted decision was developed for the assessment of regional sustainable development on the basis of the multi-criteria assessment principle.The upper and lower boundary approach was used to standardize the assessment indexes and the analytical hierarchy process（AHP） was used to determine the index weights.Finally,a practical example was presented to show the application of the model using provincial social-economic and resources data in China.The results indicate that the economic sustainability among provinces is heterogeneous in that the more developed provinces showed relatively stronger sustainability due to their advantages in resources,environment and population,thus,providing important information for regional planning and development.
