略论我国民主党派参政能力的建设

Improving the Ability of Domestic Democratic Parties to Participate in Government

在新的世情和国情下,各民主党派作为参政党如何加强自身的参政能力建设,逐步提高自身的参政水平,对于和谐社会的构建具有重大的理论意义和现实意义。当前,各民主党派在理论建设、参政职能发挥上面临许多困境,因此,有必要在新的历史时期,准确理解和把握民主党派参政能力建设的新特点,从巩固和完善参政党的参政主体地位、加强参政党的政党性职能建设等方面,来加强我国民主党派的参政能力建设。

On the fourth Plenary Session of the 17th CPC Central Committee,a decision concerning the major issues of party construction was approved.As participating parties,the democratic parties should think on how to strengthen their ability to participate in government under the new conditions and improve the level of political participation.However,there are many difficulties for them both in theoretical construction and the practice of political participation.It is essential,therefore,to understand and know the new features of democratic parties＇ participation in government accurately under the new historical conditions.To sum up,there are two tips for them to improve their ability in this respect： further enhancing their subject position of participating in government,and relocating their functions.
