摘要
运用初始排污权分配的有关理论,通过初始排污权的免费分配与有偿分配的比较,分析初始排污权免费分配方式对市场结构和市场效率的影响,为设计具体排污权交易市场机制提供政策依据。
Based on the relevant theories of the allocation mechanism of initial emissions permits, this paper analyses the effect of free allocation mechanism of initial emissions permits on the market structure and efficiency, comparing free allocation with paid allocation, and set foundation for policy making in planning of market mechanism of emission permit trading.
