摘要
阐述了知识型公务员对政府人力资源管理的挑战,以知识型公务员的需求特征为基础,提出了对知识型公务员的激励机制安排:重视薪酬激励,科学设置知识型公务员薪酬体系、坚持民主集中,充分授权,实行民主化、分散式管理,提高对知识型公务员的人力资本投资,加强其教育培训,营造宽松和谐的外部环境。
