This paper analyzed the background of foreign periodicals purchasing by public bidding,discussed the significance and the technical flow of foreign periodicals purchasing,and then pointed out the several problems that need to be paid attention in the foreign periodicals purchasing.The author also introduced the situation of the foreign periodiculs purchasing by public bidding in the Jilin agricultural university library.
