中美英平准基金的运作与中国战时外汇管理

The Sino-American-British Currency Stabilization Board and Exchange Management on Side of China during the Anti-Japanese War

1941年,中美英共同成立平准基金,是战时中外关系中的一个重要事件。以往对平准基金的研究,主要集中于中美英之间的谈判及平准基金的成立,对于基金的实际运作论述较少,且多截止到太平洋战争爆发。本文利用美国哥伦比亚大学图书馆珍本和手稿部陈光甫文件和台湾"国史馆"蒋介石档案、财政部档案等,结合抗战时期中国外汇市场及金融政策,分析平准基金成立以后的资金运作,透视平准基金对中国外汇金融的影响。

The establishment of Sino-American-British Currency Stabilization Board in 1941 was an important incident in China's wartime foreign policy.The existing studies on Sino-American-British Currency Stabilization Board concentrated on the negotiations among China,America and Britain,and on the establishment process,while little attention was diverted to the daily operation of the Board with several exceptions focusing on the situation before the outbreak of the Pacific War.By exploring the precious archives and Chen Guangpu Documents of the Library and Manuscript Department of Columbia University,and archives of Chiang Kai Shek and Financial Ministry in National History Museum of Taiwan,the article analyzed the operation of the Board based on China's financial policy and the situation of exchange market during the war.By so doing,the author attempted to evaluate the impact of the Board on China's exchange management.
