摘要 建立完善的社会公共安全体系己成为国家重要的安全战略,这项战略正引发应急通信的变革。通信行业应急管理体系是国家突发事件应急管理体系的一个有机的组成部分,也是国家突发事件应急管理体系的保障。文章通过对局站动力分级规划的研究,提出动力负荷分级原则和保障措施,规范后级负荷管理原则,从而规范动力供电系统应急管理工作,提高应对风险和防范事故的能力,保证通信网络安全生产,最大限度地减少财产损失、环境损害和社会影响。 Establish a perfect social public security system has become an important national security strategy,and it makes the emergency communication developed at the same time.Communications industry emergency management system is an organic part of national emergency management system,and it is the guarantee for the national emergency management system.With the study of dynamic classification in telecom station,dynamic load classification principle,safeguard measure and post-load management principle is presented as to regulate the power supply system,emergency management and enhancing the response to risk and accidents,and to insure communication network safety and minimize property damage,environmental damage and social impacts.
