我国低空空域管理改革法规标准的建议

Suggestions on Reforming Regulations and Standards of the National Low Altitude Airspace Management

我国的通用航空发展与航空大国不相对称,其重要原因之一就是低空空域管理的法律法规标准不太完善。从我国现有的通用航空涉及低空空域飞行的法规标准现状及存在的问题着手,提出低空空域管理改革进程中完善法律法规标准的建议,促进通用航空事业的发展。

The development of General Aviation（GA） in China does not match up to China＇ s status as an aviation giant, a key contributing factor of which comes from the unsound laws, regulations and standards in the low altitude airspace management domain. This paper addresses the status quo and existing problems of the regulations and standards concerning low altitude airspace flight in General Aviation, and proposes suggestions on improving the laws, regulations and standards involved for the development of General Aviation.
