摘要
城市规划在操作层面存在诸多问题,尤其是地方政府与开发商在实施过程中基于名利,给城市规划与公共利益带来巨大危害。针对以上问题,该文在借鉴控规技术手段基础上,拟提出"捆绑式"规划调控方法,将不同收益回报与功能的开发建设项目配对捆绑,以实现城市规划从宏观到微观的平衡,取得地方政府、开发商、市民的共赢。
There exist many problems at different levels of the implementation of urban planning.Local governments and developers are eager for quick success and instant.So the control method of "combined" planning is proposed on the basis of borrowing technical charts of planning control:the development and construction projects with different financial rewards and functions are combined into pairs,so that the balance in implementation of urban planning can be realized and a win-win situation among local governments,developers and residents can be achieved.
